We are currently recruiting for a Commercial Manager to work within a strategic projects division leading a portfolio of strategic change for our trusted partner including design, delivery and implementation of future development and delivery of charging and tolling services and managing response to major UK infrastructure projects.

Key Accountabilities

  • Work closely with the RCF Programme Manager and Head of Fund Delivery to provide commercial advice and support during the RCF design phase in 2022.
  • Contribute to the RCF strategic success by translating objectives from the fund design to meet the scheme goals and objectives.
  • Lead on the value chain, specific commercial interests and dependencies specific to the RCF, taking into consideration the commercial drivers of all key stakeholders.
  • Contribute to the RCF programme's objectives, managing commercial expectations, optimising a scheme's ability to succeed in delivering its commercial objectives.
  • Develop guidelines that ensure robust contract management during delivery of the RCF and that ensures compliance with contractual processes.
  • Engage with relevant stakeholders to develop contractual terms and responsibilities of each party as it relates to the delivery body role, developing positive commercial relationships with external stakeholders to the RCF.
  • Ensure compliance to commercial policy and procedures as part of effective commercial governance.
  • Implement financial management procedures, taking responsibility for financial analysis and reporting to drive predictable outcomes for the project.
  • Contribute to professional advice, identifying needs, understanding priorities for, and threats to RCF success, defining mitigation to continually improve delivery.
  • Provide key in-scheme communication to and from the matrix support offered by the Commercial and Procurement directorate, supporting a culture of continuous improvement.
  • Contribute to the administration of, when required, the commercial management of Financial and Legal support to the RCF programme.
  • Act as critical friend to the RCF leadership team, operating as an integral programme team member.
  • Support the programme on the application and interpretation of commercial issues that may arise through the delivery of the RCF programme.
  • Advocate continually improving Wellbeing, Health and Safety Strategy of staff and supply partners.
  • Promote our reputation by building visible and effective project partnerships.
  • The Commercial Manager will be responsible for direct line management initially for a Commercial Support Manager and will also support the management of a broader team of up to 20 specialists from multiple functions.

Business Knowledge and Experience

  • Supporting the commercial ambitions of £multi-million, high profile and high-risk project and programme investment portfolios.
  • Able to translate, and deliver at pace, a programme's commercial priorities, influencing any direct managed team, clear outcome-focused objectives.
  • Experience of tendering and procurement using recognised processes, systems and contracts.
  • Experience to contribute to the effective selection of the option most likely to mitigate commercial threats and realise opportunities to achieve predictable and sustainable development.
  • Contributing to an environment that enables people to be the best they can be.
  • Contribute, as a critical friend, to project managers/sponsors and project teams on the application and interpretation of commercial issues.
  • Relevant professional qualification (or working towards) to demonstrate integrity in influencing others in managing the integrity of scheme commercial delivery relationships in the use of public money.

Functional / Technical Skills

  • Use experience and knowledge to deliver a consistent and high-quality approach to scheme commercial and procurement. This includes delivering within policy and strategy, supporting funding requests, scheme budget management, commercial management, contract administration, commercial dispute avoidance and commercial performance management.
  • Respond, using experience and knowledge, to scheme issues creating an agile but consistent service. Contribute to the decision to escalate scheme commercial issues when necessary.
  • Contribute management information into reports, identifying trends, and address issues proactively.
  • Providing routine commercial information to project managers so they can hold suppliers to account against tender promises and contractual obligations.
  • Capacity to absorb and analyse diverse information and use strong practical influencing skills, both internally and externally, to optimise the RCF's commercial interests in the RCF programme.
  • Knowledge of funding applications, risk management, contract administration and change management, and issue and dispute avoidance
