PURPOSE OF THE ROLE
Hallam's Hydrogen client is developing the first large low carbon hydrogen plants in the UK as a critical part of the HyNet cluster and central to the UK Governments ambitions for low carbon hydrogen and industrial decarbonisation. Located at the Stanlow Manufacturing Complex, the home of the client Fuels strategic refinery.
Assessing our operational risks and reducing them to As Low As Reasonably Practicable (ALARP) is a legal requirement for continued operation of the site. The Process Safety Team ensures that we have adequate policies, strategies and technical process safety expertise on site to ensure compliance with regulatory and industry standards. This role will directly support the client Organisation in the successful development and approval of the COMAH submission for the new Hydrogen Production Plants, working alongside the wider client Process Safety Team, thus directly influencing the Health Safety and Environmental (HSE) performance of the wider EOUK organisation.
The Process Safety technologist will provide lead on technical safety support and advice to operations teams and client in general, will contribute to the design, development and implementation of client's process safety programmes/initiatives, will provide guidance to the organisation to ensure compliance with relevant COMAH legislation, contributing to client's and EOUK's management of risk to ALARP.
Working closely with the wider client HSSEQ team, operations teams, assurance disciplines and maintenance functions, the job holder should be able to think and act holistically in the assessment of safety and environmental concerns and their prevention and mitigation ensuring compliance with EOUK's integrated management system and regulatory requirements.

- Delivery of the COMAH submission to the competent authority versus agreed deadlines
- Ensure compliance with relevant regulatory requirements and industry standards.
- Define processes and raise level of capability to deliver the EOUK and Client vision for an integrated business management system.
- Support and development of HSE policies, strategy, procedures and improvement action plans to deliver outstanding performance in this key area.
- Influence and support main internal stakeholders on HSE performance and risk reduction activities.
- Maintain effective relationships with the Competent Authority and Industry
- Associations for all aspects of COMAH.

REGULATORY OBLIGATIONS
- Ensuring the requirements of relevant COMAH legislation and associated compliance requirements are incorporated into EOUK's and Client management system and assist in the program to ensure that site process owners understand their responsibility achieving compliance with relevant legislation.
- Assurance that the Client Management System is effective inclusive of development of standards, procedures, on-going review and update
- Act as focal point and subject matter expert, providing specific technical advice, facilitation, training and assurance on safety topics such as: Hazardous Area Classification; Major Accident Hazard Risk Assessments, and improvement plans to ensure that risks on the site are reduced to ALARP (HAZOP, LOPA, QRA, ERA etc.).
- Act as focal point and subject matter expert for Learning from Incidents both internal and external.
- Drives excellence in Safety standards, preventing harm to people, assets and environment arising from process safety incidents.
- Assists in maintaining an effective working relationship with regulators such as the Competent Authority.
- Networking with relevant external organisations such as Fuels Industry UK (FIUK), Hydrogen UK
- Where EOUK are working with specialist third party contractors or consultants, act as the "intelligent customer" of behalf of EOUK and EETH to ensure effective delivery of discrete process safety and environment study packages.
ENGAGEMENT AND CONTINUOUS IMPROVEMENT
- Facilitation of key process safety programmes and technical assessments.
- Maintain and continually improve the effectiveness of key safety processes and practices relating to process safety management.
- Where relevant, network with external Process Safety working groups/committees to ensure we share/implement good process safety practices.
- Actively participate in the Process Safety Field Observation (PSFO) / Safe Visit programs.
- Actively contribute to the site Goal Zero safety standstill program.
- Lead and / or develop (alongside a third-party provider) training (both formal and informal) in aspects where is the subject matter expert (for example the use of the Risk Assessment Matrix RAM, COMAH etc.).
SYSTEMS AND DOCUMENTATION
- Support the monitoring, assessment and reporting of process safety incidents and KPIs, including the production of statistics and the identification and escalation of trends.
- Assistance with assurance programme set up to monitor and audit systems and processes.
- Fulfil the role of process safety specialist within the management system.
- Assurance that all modifications to plant, either through the Plant Change system or Project system, meet the principles of ALARP and are suitably assessed based upon risk.

QUALIFICATIONS
- Chemical Engineer or similar background
- Chartered Engineer Status
- Postgraduate process safety qualifications (desirable)
EXPERIENCE
- Prior experience working at or supporting an Upper Tier COMAH Site
- Previous experience within a similar role, process engineering or operational role is essential, in particular the development or update and submission of an Upper Tier COMAH submission to the CA.
- A detailed understanding of the COMAH regulations, relevant safety statutory obligations and associated compliance requirements is essential.
- Practical experience with process safety methods and calculations is strongly desired.
- Practical experience of both safety and environmental challenges in a manufacturing environment is preferred.
- Prior exposure to elements of an integrated management system is preferred.

Technical Competencies:
- IT - Expert use of MS Office suite. Expert use of process safety systems such as SAFETI and extensive experience of QRA modelling techniques and output.
- Able to lead the specialist consultant input to deliver a COMAH Safety Report to allow effective, efficient and compliant operation of an uppertier COMAH site.
- Graduate Chemical or similar engineer, ideally with postgraduate process safety qualifications, holding Chartered Engineer status with valid and current CPD evidence.
